Board Members Present:

 

Patricia Willingham - President

Judi Davenport - Vice President

Heather Pike - Secretary

Pam Stover - Member at Large

Grounds and Maintenance Chair - Janet Rourke

Volunteer Financial Consultant - Leona Taylor

 

The meeting was convened at 7:30 pm on 10 Sept 2013

 

Minutes for the August meeting were approved.

 

Open Forum:

 

Emails brought up about calling animal control regarding dead animals.  Also a few residents have noticed other animals: snakes, mice, rats, and frogs.   Animal control will not do anything about them unless in danger to residents.

 

Additional item of interest were teenagers in a car late at night playing loud music and potential of smoking of an illegal substance, Fairfax County police were called.  The Fairfax County police will increase patrols.

 

Item brought up on additional people living in the town homes that are potentially not family members. 

The issue of an abundance of dog poop in the common areas.  If a dog owner does not pick up after their pet they can be fined by Fairfax County up to $250.00.   The board will put it in the newsletter and also if residents are caught not picking up the dog waste they will be asked to clean up after the pet if nothing is done name will be turned into Fairfax County.

 

Officer Reports:

 

President:

 

Mr. Gunderson requested a variance for the six items the ARC cited.  He requested a variance for the landscaping improvements.  The drainage problem fixed by the board has blocked his egress to his back property and caused an environmental problem with muddy area, standing water, and breeding area for mosquitos.

 

The board feels that we can meet Mr Gunderson half way (the pavers will come down and the wall can remain) with the stipulation that if he sells, the border will have to come down and that variance would be in the POA packet.

Signs were made on the community boards about putting trash out early and when the recycle pick up will be (Tuesday).

 

Vice President:

 

Report on the safety lights phase 2 with Dominion Power.  The lights will be marked with yellow paint in the next couple of weeks for the board to review.

 

Community bulletin boards will be put on hold till the following year.

 

Secretary:

 

Welcome packet was present to the board for any changes or additions.  The only potential addition would be a current newsletter.

 

Treasurer:

 

Delinquent assessments have improved.   Two cases that went to the attorney were paid.  The reminders for the Oct assessment have gone out in the mail already.

 

Member At Large:

 

Question on towing and tickets:   Any board member can ticket and a total five people have the ability to call for towing (Pam, Pat, Maggie, Bob Flynn and Heather).

 

 

Grounds and Maintenance:

 

There was discussion on the two grounds and maintenance proposals that also include snow contract provisions.

 

The vote was taken and Professional Grounds was the winning bid.  The President will contact Professional Grounds.  The snow contract will be discussed with Professional Grounds by the President.

 

Financial Consultant:

 

Balance Sheet and Income Statement were presented to the board.  The expenses and income for the budget report has been broken out in separate columns as the accountant for Leewood suggested.
