Board Meeting
Minutes
August 11, 2009
Board Members Present:

Convening: Meeting was called to order at 7:33 pm. Meeting was
held in the Phillips School Library.
Minutes: A motion was made to approve the July 14, 2009, regular
meeting minutes. The motion was carried and the minutes were accepted
for the record.
Open Forum: There were no topics for discussion.
Architectural Review Hearings: There were three scheduled ARC hearings,
for a total of eleven ARC violations. The Board convened an Executive
Session at 7:45pm to conduct these hearings. In two cases the Board
voted to assess penalties effective 1 Sep 2009. In the third case
the Board voted to grant a 30-day extension (homeowners were not
present, nor was any evidence or argument provided on the homeowners'
behalf). Executive session adjourned at 7:55pm.
Officer Reports:
President: The President thanked all those who participated in National
Night Out. Event was a great success; firefighter participation
was the highlight of the evening. The President spoke with Dominion
Paving about the way the crack seal was bubbling up where work was
done on upper Leestone; Dominion is working to correct. The President
and the Secretary met again with Mainstreet Mailboxes, and performed
another walk through of Leewood to discuss installation. A bid was
submitted and shared with the Board, who voted to approve the bid
and move forward with installation. An information notice will be
mailed to all homeowners so that everyone is aware of the facts
concerning the mailboxes, their cost and other particulars. As the
project moves forward, the Board will continue to provide information
to residents and homeowners.
Vice President: Not present.
Treasurer: Status of assessments provided. Twenty-eight accounts
are delinquent, of these one has been sent to the lawyer for collection.
Secretary: The LHOA will send letters to all addresses with trees
that abut the Leewood perimeter so that, under the new Virginia
tree legislation we will be covered should any Granberry trees come
down on our perimeter fence; these letters have not yet been sent.
Thank you letters for firefighter and police participation in National
Night Out will be sent.
At-large: Nothing to report.
Committee Reports:
Architectural Review Committee (ARC): The following motions were
made and approved regarding active ARC violations (Note: as the
ARC Chair, The Board President, Janet Rourke, does not vote on ARC
hearing decisions or other ARC matters requiring approval of the
Board):
Hearing(s): There was one case eligible for a hearing letter.
Extensions: There was one extension granted for one violation.
Hearings to be re-scheduled: None.
Second violation notices: There were four cases approved for Second
Violation Notification letters.
With Lawyer: None.
Grounds and Maintenance: Not present; no report provided.
Financial: Not present; no report provided.
Adjournment: The meeting adjourned at 8:25pm.
