Executive Session - ARC Hearings

  • Architectural review hearings were scheduled for this meeting. No homeowners attended; however, two homeowners previously notified a board member that they could not attend on this date. The board went into executive session to discuss the various cases and course of action to be taken on each case.
  • The Board reconvened and approved the actions on the cases as follows:
    1. 5263 Bradgen Court. The homeowner responded by letter to the board. Homeowners cited an inability (due to disability) to remove the pole in front yard themselves. Disposition: Leona to contact homeowner to see if they are amenable to having David Taylor remove the pole.
    2. 7027 Leebrad Street. Homeowner responded to Leona by phone and follow-up letter, saying that she would not be able to attend the hearing due to community absence. Shutters are reported to be in violation and will need to be replaced. Disposition: Leona to contact homeowner and request a deadline for having shutters replaced.
    3. 7020 Bradwood Court. No response from homeowner to hearing notice. Disposition: Grant homeowner a waiver with the stipulation that at the time the property changes hands that the shed will have to be lowered to an acceptable height or removed. Leona to send letter accordingly.
    4. 7025 Leebrad Street. No response from homeowner to hearing notice. Disposition: Leona to send letter (7 days) informing homeowner that penalty for violation will begin on 10-17-02 and continue until violation is corrected.
    5. 7050 Leestone Street. No response from homeowner to hearing notice. Disposition: Leona to send letter (7 days) informing homeowner that penalty for violation will begin on 10-17-02 and continue until violations is corrected.
    6. 7036 Leebrad Street. No response from homeowner to hearing notice. Disposition: Leona to send letter (7 days) informing homeowner that a penalty for being in violation of five architectural standards will begin on 10-17-02 and continue until violations are corrected.

Minutes

  • July Minutes were approved as corrected (two "typos").
  • September Minutes were approved as written.

President’s Report

  • Monthly duties for October/November reviewed. Final budget to be voted upon at November Meeting. Any additional considerations should be forwarded to Leona and/or Mohammed before next meeting.
  • Thanksgiving: There will be no trash pick up. Please make a note of it. We will put out mailbox signs and write a newsletter article. Action: Leona/Al respectively.
  • Renew snow removal contract with Geoscape. (703-716-5660) Action: Al
  • Homeowner assessments report: (1) Paper work has been sent to the attorney on two new homeowners. (2) One homeowner previously sent to the attorney has paid in full since last meeting. (3) One other homeowner now owes $300 plus and will be sent to the attorney if payment is not received in the next few weeks.
  • Reserve study questions pursued. In contracting to have a new reserve study done, the contracting agent has asked a number of questions, i.e. who owns sidewalks on Bradwood Street, Braddock Mews Place? Are we responsible for maintenance of sewers? Etc. Answers to the various questions were discussed.
  • A motion was made and approved to reinvest proceeds from the matured CD’s not needed for immediate reserve expenditures in GNMA’s. These are currently yielding about 5%, which is higher than the current CD rates. Checks for some of the maturing CD’s will be coming in the mail -an $11,000.00 and a $22,000.00 CD- which will need to be forwarded to the Schwab account for investment.
  • 2003 draft budget was reviewed. Expected 2002 and 2003 reserve expenditures were discussed.

Treasurer’s Report

  • Mohammed submitted September financial statements for board review.
  • Variances between actual and budgeted income and expenditures were discussed.
  • Mohammed given the direction to make our budgeted reserve contribution for 2002 by transferring $22,000.00 (plus interest) from our Depository account to the Schwab Money Market account.

G & M

  • Landscaping proposals to be reviewed and work that seems appropriate for this fall planting season to be contracted, particularly work as it applies to new trees in the mailbox areas. Action: Leona/Al
  • Arrange for our landscaping contractor to aerate and overseed community (weather conditions permitting) and also arrange for clean up of wooded area at end of Bradwood Street and several other area where brush and debris have collected. Action: Leona
  • Arrange for power washing and sealing of the fence along Backlick Road. Initial estimate is for $2830.00. Additional bids being sought. Action: Al/Len
  • Tree removals. Action: Al
  • Fence repair on eastern boundary (new fence) 7020-7001 Bradwood Court Action: Al/Len
